Updated the system to ensure that the Call Remarks entry displays the description of the ProQA chief complaint code, rather than the code value itself. This involves retrieving the chiefComplaintText from the XML data and passing it into the Call Remarks field, while continuing to use the code value for Call Codes entry updates.

Adjusted Dispatch Card to account for NERIS changes
Updated the Dispatch Card report to include the new CAD time stamp events required by the NERIS state changes, allowing all relevant incident times to appear on printouts
